يهدف هذا الكتاب إلى أن يكون مقدمة أساسية لعلم السياسة الذي بات علما له علاقة وثيقة بالقرن الحادي والعشرين؛ إذ إنه لم يعد تقديم علم السياسة بمنهجية ضيّقة الأفق باستنادها إلى بلد واحد منهجية معقولة في حقبة يتزايد فيها الاعتماد المتبادل بين دول العالم، ولا يعتمد هذا الكتاب في منهجيته على افتراض الانفصال عن سياسة العصر، وكذلك يبتعد عن فكرة الترويج لبرنامج سياسي قصير المدى، إنه يقوم بأساسه على مبادئ بعيدة الأمد يمكنها المساعدة على توجيه الإجراءات السياسية، فالسياسة تعني النشاط الإنساني الأساس لتقرير كيفية إمكان العيش معا في مجتمعات محلية؛ وقد تم وضع هذا النشاط في سياق جغرافي متسع وبعيد الأمد، وعليه فقد جاء هذا الكتاب في ثمانية فصول، دارت على النحو التالي: (يبدأ هذا الكتاب بنقاش حول طبيعة علم السياسة ومختلف المنهجيات الأكاديمية المتبّعة لفهمه، فقد خُصص الفصل الأول لتحديد السياقات المتنوعة التي يتم فيها النشاط السياسي، والفصلان الثاني والثالث لتناول الأفكار المتنافسة حول أهداف النشاط السياسي، أما الفصل الرابع فقد تناول ماهية القرارات السياسية وكيفية التوصل إليها، وفي الفصل الخامس تم استعراض أنواع القرارات التي تتخذ وكيفية تغيّر الأنظمة السياسية، بينما الفصل السادس استعرض مجموعة متنوعة من الدول، وركز الفصل السابع على الديمقراطيات، أما الثامن فقد تناول عمليات صنع القرارات ودور الأفراد في صناعة السياسة).
